Agricultural credit guarantee window

Description

The Agro Window is a dedicated agricultural credit guarantee scheme implemented by the Kosovo Credit Guarantee Fund to improve access to finance for farmers and agribusinesses. By sharing lending risk with participating financial institutions, the Agro Window reduces collateral requirements and encourages banks to extend medium- and long-term loans to the agricultural sector. The scheme supports investments in primary production and agribusiness development, contributing to rural economic growth and financial inclusion. Agro Window offer guarantees to financial institutions covering the credit risk to micro, small and medium enterprises (MSMEs) that are active in agriculture sector, being registered in KBRA or farmers possessing the Farm Identification Number (FIN)

The Agro Window is implemented as a rules-based financial guarantee mechanism supported by standardized digital workflows within participating financial institutions. While not a standalone ICT platform, it relies on interoperable banking information systems, digital loan-processing tools, and electronic reporting to KCGF to manage guarantee applications, approvals, monitoring, and claims. The mechanism applies predefined eligibility criteria, risk-sharing parameters, and guarantee ceilings, enabling consistent, transparent, and scalable agricultural credit delivery through existing banking technologies.

Primary beneficiaries include farmers including holders of a Farm Identification Number and agriculture-sector MSMEs eligible under Agro Window rules.As of October 2020, KCGF reported 370 financed enterprises and farmers through the Agro Window with a total loan amount of EUR 14.5 million.

Impact

Reported results include expanded agricultural lending supported by guarantees with KCGF citing EUR 14.5 million in Agro Window-financed loans to 370 enterprises and farmers by October 2020. According to resources online, the solution improved lender decision-making through reduced information asymmetry and more standardised agro-finance analysis. KCGF also specifies the Agro Window guarantee parameters up to 60 percent of principal up to EUR 50 000, and up to 50 percent above that threshold, with maturities up to 120 months, which are intended to improve access to finance for eligible farmers and agribusinesses.
