Agriculture loan risk assessment web platform
Description
AgroSoft is a web-based loan assessment platform developed by the Kosovo Credit Guarantee Fund in cooperation with MAFRD – Ministry of Agriculture, Forestry and Rural Development (Kosovo), KBA – Kosovo Banking Association, KfW – Kreditanstalt für Wiederaufbau (German Development Bank) that supports financial institutions in analysing agricultural loan applications through standardized crop and enterprise models, updated cost and price data, and profitability scenarios. AgroSoft is designed to reduce information asymmetry between farmers, lenders and policymakers, enabling more transparent, data-driven agricultural lending in Kosovo.
Technology
AgroSoft is implemented as a dynamic web application hosted on a central server infrastructure. Financial institutions access the platform via secure web interfaces from desktop and mobile devices. The system integrates structured crop and enterprise data maintained and shared by MAFRD, embedded calculation engines for credit-risk and profitability assessment, and reporting dashboards used by loan officers and KCGF analysts to standardize and document agri-loan decisions.
Target
The primary users of AgroSoft are loan officers and risk analysts in Kosovo’s partner commercial banks, microfinance institutions and a leasing company engaged in agricultural lending, together with KCGF staff and MAFRD experts who update sector data. Through these institutions, the platform indirectly aims at being beneficial to thousands of smallholders and commercial farmers, producer groups and rural agribusinesses, particularly those lacking collateral, by enabling more consistent, evidence-based access to credit. In a use case presentation, there were 127 active users from 10 organisations as per a 2021 KCGF bulletin.
Business model
AgroSoft was developed with grant and technical assistance funding from international partners, notably KfW and the World Bank’s Financial Sector Strengthening Project, as part of KCGF’s mandate to expand access to finance for MSMEs. The platform is provided free of charge to partner financial institutions and public stakeholders as a tool supporting the Agro Window guarantee scheme provided by KCGF. Its value lies in reducing credit-risk uncertainty, standardizing appraisal processes and enabling more lending to viable agricultural projects.
Impact
AgroSoft aims at bridging long-standing information gaps between farmers, banks and policymakers by combining regularly updated crop data with standardized financial analysis, thereby improving the quality and speed of agri-loan decisions. By underpinning KCGF’s Agro Window, the platform intends to contribute in increased lending to agriculture, including for farmers with limited collateral, and aims at supporting rural job creation, higher local production and reduced food imports.
