Description
Digital Empowerment Initiative (DEI)is a national grant scheme led by Kosovo Investment and Enterprise Support Agency (KIESA) to subsidize digital transformation of micro, small and medium-sized enterprises, including rural and agrifood businesses. The grant scheme helps firms adopt e-commerce, digital marketing, Customer Relationship Management (CRM) and Enterprise Resource Planning (CRM/ERP) and automation to strengthen competitiveness, productivity and access to local and international markets, with additional scoring incentives for women-led, minority-led, greener and less developed-area enterprises.
Technology
Grants finance practical, business-ready digital solutions such as online sales platforms, websites and social media campaigns, CRM/ERP systems, licensed HR platforms and automation/optimisation tools. Delivery is typically via third-party service providers, with implementation managed through standard project proposals, verification and reimbursement steps coordinated by KIESA and partner programmes.
Target
The Digital Empowerment Initiative by Kosovo's KIESA provides grants to support digital transformation for micro, small, and medium-sized enterprises (SMEs) registered and operating in the Republic of Kosovo. Enterprise classification is based on 2023 employee numbers from Tax Administration of Kosovo records: micro enterprises (up to 9 employees) qualify for an 80 percent subsidy and are targeted to comprise 60% of beneficiaries; small enterprises (10–49 employees) receive 70 percent subsidy, aiming for 30 percent of recipients; and medium enterprises (50–249 employees) get 60 percent subsidy, targeting 10 percent. To be eligible, applicants must hold valid business registration and fiscal numbers, have no outstanding tax debts (or be under a repayment agreement with TAK), and not be in bankruptcy or receivership proceedings. Selection criteria explicitly reward export orientation, job creation, women’s employment and women-led ownership, inclusion of minorities and poorer communities, greener practices and support to less developed areas, aligning the grants with inclusive rural growth and enterprise resilience.
Business model
DEI operates as a co-financed subsidy mechanism: enterprises procure digital services and pay providers, then receive reimbursement based on enterprise size (80/70/60 percent). In 2024, maximum grant ceilings include EUR 2 500 (digital marketing), EUR 2 000 (HR platforms), EUR 3 500 (e-commerce), EUR 2 500 (CRM/ERP) and EUR 4 000 (automation/optimisation). Funding is mobilized through KIESA and partner programmes financed by ADC and co-financed by the Ministry.
Impact
Intended impacts include improved efficiency and market reach through digitized client management, invoicing, sales channels and production planning, increased formalization and reduced errors, and access to local and international markets. Potential risks include uneven uptake by very small rural firms with low readiness, and dependence on quality/availability of service providers.
