E-gov information system and database of farmers and agricultural enterprises
Description
The Digital National Register of Moldovan Farmers is a digital database of farmers and agricultural enterprises operating in the country that seeks to simplify their access to resources, subsidies, information, training and technological solutions.
Technology
The Digital National Register of Moldovan Farmers has been developed as a source of farm-level data, listing the identification number of each registered farmer, as well as their location, cultivation and livestock profiles, farming methods, irrigation and soil management details, workforce, legal status and types of animals raised. Farmers are invited to register on the platform through different communication channels, and their data are collected by phone or through online forms, after which the collected data are verified. The data collection operations in the pilot phase (Jan 2024–Dec 2025) have been managed by iDATA, which passes the information to the Agency of Intervention and Payments in Agriculture. Data protection is ensured to national standards, and access to the registry is limited to registered users only.
Target
The main users of the registry have been farmers of all sizes and typologies, although agricultural companies and cooperatives, farmers with small land holdings and low-level breeding operations are also registered. At the time of writing, 10 000 farmers from 15 districts in the Republic of Moldova have been registered on the system (in the January 2024–December 2025 pilot phase), and the registry is set to be extended to other farmers. Government and civil society organizations can use the registry to identify challenges and opportunities in the agricultural sector, to promote sustainable agriculture and to improve food security. Rural communities, on the other hand, can benefit from the registry through facilitated access to subsidies and funding opportunities.
Business model
The development of the Registry has been supported by the United Nations Development Programme (UNDP).
Impact
The registry aims to contribute to improved agricultural practices, and thus to increase the nation’s agricultural productivity. Plans are in place to develop the register with the addition of data provided by farmers and relevant public institutions. Farmers can access the registry to find data about their operations and a wealth of other useful information, such as agricultural news, and recommendations on how to improve their agricultural operations in terms of efficiency and productivity. The data provided by the farmers can support the development of government policies based on evidence and the real needs of farmers. In the future, only registered farmers will have access the subsidies and other forms of financial aid offered by the government.
