Public sector digital transformation strategy
Description
The e-Government Strategy Kosovo 2023–2027 is the Government’s core framework for accelerating public-sector digitalization in support of the Digital Agenda of Kosovo 2030. It is built around three enabling areas: vision and leadership, technology, and digital skills. The strategy promotes user-centric public e-services, whole-of-government architecture and strengthened public-sector capacities and is implemented through six strategic objectives and an Action Plan (2023–2025). It was developed through a multi-stakeholder process led by the Office of the Prime Minister and the Ministry of Internal Affairs, with technical support from the Estonian e-Governance Academy.
Technology
The strategy frames technology as a “whole-of-government” system: enterprise architecture, standards and technology frameworks, and interoperability-by-design to reduce fragmentation and enable structured, governable change across institutions. It promotes digital-by-design and data-driven approaches to policy and service delivery, aligned with EU e-government principles such as once-only and digital-first, and it explicitly emphasizes user-centric redesign of services so that digital channels deliver tangible benefits in everyday life. Cyber resilience is treated as a foundational technical requirement—addressing gaps such as the absence of “security by design,” unified cybersecurity requirements, and incident prevention/response capacity—while innovation is supported through public–private and international cooperation, including “emerging technologies” referenced under the innovation objective.
Target
Primary beneficiaries are citizens and businesses, as the strategy explicitly positions e-government as citizen-focused. Potential uses of the e-govt platform are strengthening strategic and operational coordination; upgrading digital competencies and professional IT capacity within government; enabling institutions (central and local) to adopt common frameworks and standards; and improving the ability of system owners and service providers to plan, govern, and sustain digital transformation. The Action Plan further targets institutional capacity-building through measures such as establishing and resourcing coordination and implementation functions such as dedicated units and strengthened implementing bodies
Impact
Expected impacts include reduced administrative burden via “once-only” principles, higher quality and uptake of digital services, clearer cross-government coordination, improved interoperability and data governance, and stronger resilience to cyber threats; the strategy also frames digitalization benefits in terms of safer and more efficient transactions for citizens and businesses, and includes indicators such as satisfaction/usage and cost savings. In addition to the strategy, an action plan has been formulated with specific actions, timeline and budgetary implications to fulfil the strategic objectives of the strategy.
