Description
The Electronic Public Procurement Information System (EPP IS) in Tajikistan allows electronic public procurement activities to be conducted in real-time. Through the system, government offices can request, order and purchase goods and services online from registered users. The e-procurement system hosts registries of vendors, procurement bodies, contracts and other documents, user instructions, a blacklist of unreliable suppliers, procurement announcements, reports, the results of contract executions, and more.
Technology
The e-government procurement system automatizes all stages of public procurement processes, allowing public procurements to be carried out online. Suppliers and contractors are registered through the integrated information system of the Tax Committee of the Government of the Republic of Tajikistan. Registrations are carried out automatically by entering the entity’s tax number, accessing data directly from the Unified Register of State Registration of Legal Entities and Individual Entrepreneurs. An electronic signature is needed to participate in tenders. The e-procurement system facilitates access to tender documents and the electronic submission of tender proposals. Payments for tender documents are made online through the embedded online banking services provided by “Amonatbank”. The participants in tenders can manage their balance online. The portal is available in three languages – English, Russian and Tajik.

The primary users are companies, enterprises and farms that are potential suppliers of goods, works and services to government institutions.

This is a public service and so is free of charge for users.
Impact
The e-procurement system was created to as part of a Strategy to Combat Corruption in the Republic of Tajikistan for the 2013–2020 period, launched upon a Decree by the President of the Republic of Tajikistan dated 30 August, 2013, No. 1504, and on the basis of a decision of the Government of the Republic of Tajikistan dated 29 December, 2012 No. 759 related to the creation of an Electronic Procurement Programme in the Republic of Tajikistan for 2013–2015. The Electronic Public Procurement Information System (EPP IS) was created to reduce costs, to ensure the effectiveness of public purchases, to provide transparency to public procurement procedures, to prevent corruption characteristics, to create favourable conditions for the free participation of suppliers and contractors in tenders while eliminating obstacles, to coordinate all stages of the state procurement management process, to reduce administrative burden by reducing the time and money spent on public procurements, and to simplify the procedures.
