EU-integrated system ensuring compliance with agri-food chain rules
Description
The EU Information Management System for Official Controls (IMSOC) is an integrated electronic information system developed by the European Union to support and streamline official controls related to food safety, animal health, plant health and animal welfare in the Member States. IMSOC facilitates the exchange of information, documentation and notifications among EU countries and the European Commission, supporting the coordinated and efficient monitoring of compliance with EU regulations.
Technology
IMSOC is a web-based application that integrates four existing information systems within a unique cloud-based data platform. IMSOC is managed by the European Commission and the competent authorities in the Member States in the field of food safety and quality. The four components of IMSOC are: 1) the rapid alert system for food and feed (RASFF) established by General Food law; 2) the animal diseases information system (ADIS) established by the Animal Health Law; 3) the system for notifying and reporting the presence of pests (EUROPHYT) established by the Plant Health Law; and 4) the “TRAde Control and Expert System” (TRACES) system referred to in the Official Controls Regulation. Each component of the IMSOC operates with its own network, of which the Commission is a part, with each network member being responsible for the data, information and documents it uploads or produces within the relevant component. A key technical element of IMSOC is the common health entry document (CHED) and the instructions for its use in an electronic format. Data exchanges between the IMSOC and other electronic systems, including the EU national systems, are based on international standards and use XML, CMS or PDF formats.
Target
The main users of IMSOC are the competent food safety authorities of the EU Member States; EU institutions such as the European Commission and EFSA; business operators from the EU and outside the EU, such as organic farmers, food processors and traders; and custom authorities. Consumers benefit indirectly from this solution through greater transparency and protection of consumer rights.
Business model
IMSOC is co-funded by the European Union and its Member States. Business operators, competent authorities and EU institutions can access the system free of charge after registration and confirmation.
Impact
IMSOC’s main impact is enhanced food safety, animal health and plant protection standards in the European Union. IMSOC has been developed as a data sharing, transparency and traceability solution for the European Union that brings together various systems (such as TRACES, RASFF and ADNS) within a single, coordinated platform, allowing the Member States to respond quickly and effectively to health risks, contamination events and disease outbreaks. This unified approach has reduced administrative burdens and has enabled the more consistent application of regulatory controls across the EU borders, preventing unsafe products from entering the food supply chain. Moreover, the rapid alert and notification mechanisms within IMSOC have facilitated faster and more coordinated responses to potential public health threats, improving risk management and boosting consumer confidence in the safety of EU food products. The system has also helped align import controls with EU standards, strengthening the oversight of products coming from outside the Block.
