Caucasus and Central Asia Locust Management System

Description

Locust GIS, which operates in the Caucasus and Central Asia (CCA) under the name CCALM, is a comprehensive system that has been developed for data analysis and forecasting in support of locust management. Targeting initially the national level, but with potential for regional application, CCALM has been integrated with a range of functionalities that are particularly adept at producing outputs to aid the analysis of Italian (CIT), Moroccan (DMA) and Asian Migratory (LMI) locusts data and the creation of forecasts. They include maps showing locust densities, treated areas, and areas infested or treated with densities above the Economic Threshold (ET). The full utilization of the Automated System for Data Collection (ASDC), as the primary data source for GIS, along with other sources, is vital for the maximization of the effectiveness of CCALM.

The basic functions of the system, including the data import, query, display and output aspects, were developed in 2016, and the system was provided with further summary, analysis and forecast functions in 2017. Testing of the full GIS, which was deployed in March 2017, is continuing, and its functionalities have been improved and expanded since then based on recommendations of CCA and FAO Experts.

Impact

Efforts are currently focused on facilitating the operational use of both the Automated System for Data Collection (ASDC) and the Caucasus and Central Asia Locust Management System (CCALM) in countries in the Caucasus and Central Asia (CCA), for which users are provided with the necessary equipment and technical assistance to ensure the accurate completion of the ASDC forms and the efficient use of the system. The assistance being provided includes Training-of-Trainers programmes and coaching to enhance the use and management of CCALM at a national level. The effective operational use of both ASDC and CCALM is anticipated to significantly enhance the collection, analysis and forecasting of locust data in the CCA region, which is expected to contribute to early warning systems and prompt response mechanisms, aiding in the prevention of locust infestations. According to the website, an important goal related to the “Programme to improve national and regional locust management in Caucasus and Central Asia (CCA)” (under Result 3), subject to the availability of funding, is to see ASDC and CCALM in operational use in all or most CCA countries by 2025.
