Population Census 2019 with agricultural module

Belarus’s Population Census 2019 integrated an agricultural module for the first time to collect exhaustive information on household (family holding) crop and livestock activity not covered by regular state reporting for agricultural organizations. The census used GIS cartography and multiple enumeration modes to generate official tables and thematic maps and to update national agricultural statistics series.

Belstat prepared electronic cartography in a GIS “Population Census” system with boundaries of registration areas, census areas and enumeration areas (EAs), plus addresses/dwellings, delivered to enumerators on tablets for CAPI. Data collection combined CAWI (online), stationary/mobile enumeration centres, and CAPI tablets, supported by in-house tools (“Registrator” for housing lists/cartography and “Perepischik” for personal data capture) and built-in validation controls.

The module serves statistical offices, research institutions, and government agencies involved in agricultural data collection and analysis. Primary users are Belstat and collaborating state institutions managing national agricultural/demographic statistics and planning.
