Integrated Rural Development Project (IRDP) / Towards Rural Inclusive Growth and Economic Resilience (TRIGGER)

Description

IRDP/TRIGGER is a GIZ-implemented programme in Tajikistan that supports ministries, rural MSMEs and smallholder farmers to improve agricultural productivity, value-chain linkages and climate-sensitive water management. It combines policy support, village advisory services and digital applications that provide market information, alongside modelling and monitoring for river-basin planning

The programme uses digital applications to share crop price information and applies GIS/remote-sensing data and desktop modelling tools (e.g. SPHY and WEAP) for river-basin and water-allocation scenario analysis. It also uses drones for snow/glacier monitoring and assesses weather-station sensor networks to improve hydro-meteorological data for planning.

The programme targets rural smallholder farmers and agricultural MSMEs, as well as public-sector institutions responsible for economic, agriculture and water policy and management, through advisory services, value-chain support and capacity development.

IRDP/TRIGGER is financed through donor support, including co-funding by the European Union and Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), and implemented by GIZ in collaboration with national counterparts and technical partners.

Impact

Reported outputs include improved access to market information for smallholder farmers through digital applications, intended to strengthen farmers’ negotiating position. Modelling of water-management interventions for the Zarafshon River Basin indicates that enhanced supply infrastructure could reduce projected water shortages by about 64% in the near future (from 162 to 60 MCM/year) and by about 46% in the distant future (from 224 to 134 MCM/year), across analysed scenarios.
