Registered Exporter System
System for the registration and certification of goods and trade exporters operating outside the EU
Description
The Registered Exporter system (the REX system) is a system for the certification of the origin of goods, and operates an a self-certification principle. Operators themselves declare the origin of their goods with so-called “statements of origin”, which is a declaration of origin stated by the registered exporter on invoices, delivery notes, packing lists, or any other commercial document that identifies the goods and the exporter. The text used for statements of origin are provided in Annex 22-07 of Regulation (EU) 2015/2447. REX is implemented under the Generalized System of Preferences (GSP), through which the European Union grants certain preferential tariffs.
Technology
REX is an electronic system for the issuance of certificates of origin based on a self-certification principle. It takes the form of a Web application that is accessed through a website with a username and password. The REX system is supported by an IT system that takes the form of a database in which the competent authorities in an exporting entity register entities seeking to export products under a preferential trade arrangement, and keep their data up to date.
Target
The REX system is used by EU exporters within the context of certain free-trade agreements, under the Generalised Scheme of Preferences of the EU, and in the context of the Overseas Association Decision. Users are companies, enterprises, and farms engaged in the export of goods to European countries.
Business model
It is a public service supported from the EU's budget and is free of charge to users.
Impact
REX Registered Exporters can take advantage of the Generalized System of Preferences of the European Union, can shift from paper-based certificates of origin to electronic forms, and, once registered in the system, can obtain the exporter identification numbers required for the export of goods. On the other hand, economic operators can use statements of origin to verify the validity of the exporters' registrations.
