Analysis of the digital development status of the Republic of Moldova
Description
The “Digital Development Country Profile – Moldova” was compiled as part of the ITU Office for Europe’s comparative analysis of the digital transformation of priority countries in the European region, namely Albania, Bosnia and Herzegovina, Georgia, the Republic of Moldova, Montenegro, North Macedonia, Serbia and Ukraine. The report addresses digital transformation based on the various experiences of the International Telecommunication Union (ITU) – the UN specialized agency for Information Communication Technologies (ICTs) – and other UN organizations, offering a broad overview of the activities and projects being implemented at a national level and in the wider region. It presents a five-building-block framework for the assessment of digital transformation from a variety of perspectives, providing an understanding of how the various dimensions of digital development interact at a country level, including: 1) meaningful connectivity as a foundation for digital development and transformation, 2) the people-centric digital transformation, 3) the government-centric digital transformation, 4) the sector-centric digital transformation, and 5) the digital-centric innovation ecosystem. The current status of digital agriculture is presented within the “Sector-centric digital transformation” section of the report, providing a detailed overview of the digital agricultural sector in the Republic of Moldova with particular focus on the information systems developed for the agro-industrial sector, including the Digital Agricultural Register; the State Animal Register; the System of Identification and Traceability of Animals; and the Automated Information System for Management of Strategic Sanitary-Veterinary Measures. The country is working towards the diversification of agricultural practices and the development of a national digital agriculture strategy to address specific sectoral challenges.
Technology
Under Block 4, the report lists the existing digital agricultural initiatives, including: the Digital Agricultural Register, the State Animal Register, the System of Identification and Traceability of Animals, the Automated Information System for the Management of Strategic Sanitary-Veterinary Measures, the Agricultural Equipment Register, the Automated Information System for the Evidence of the Applicants and the Beneficiaries of Grants (SIA ESBS), the Automated Vine and Wine Register, and the Automated Information System for the Management of the Release of Phytosanitary Certificates. Digital health initiatives are also mentioned in this section, along with initiatives aimed at supporting SMEs (SME Digitization Support Instrument) and IT solutions for e-commerce.
Target
The main targets of the ITU Digital Development Country Profile reports are the priority countries for ITU, as well as public and private stakeholders and decision-makers operating at a national level in ITU’s priority countries, as well as international stakeholders working in the field of digital development. Civil society organizations, academia and startups can also benefit from the presented information, supporting the further development of the scope of their digitization initiatives.
Impact
The report provides a framework for discussions of digital development at a country level in the Republic of Moldova based on the five building blocks identified for the nation’s digital transformation, as well as information about the Republic of Moldova for each block based on the experiences and activities of ITU and other stakeholders operating in the country and the wider region. The report serves as a reference for discussions of digital development at a country level, providing details of the relevant activities, initiatives and projects developed by the involved UN agencies and their experiences in the digital transformation of the Republic of Moldova. Stakeholders are thus supported in making informed decisions regarding policies, investments and strategies related to ICTs, while dialogue and collaboration between government entities, the private sector, organizations, civil society groups and international partners are facilitated. The generation of coordinated and effective efforts are thus supported in the nation’s digital transformation, the setting of realistic targets, learning from best practices and adopting the successful strategies applied in peer countries.
