Description
Rural Infrastructure Development Project – Resettlement Policy Framework is a policy document to be applied during implementation of rural infrastructure subprojects in Uzbekistan, ensuring fair land acquisition, entitlement, valuation and community consultation in support of rural development. Framework establishes processes for involuntary resettlement aligned to World Bank OP 4.12 and national laws.

Target
Rural Infrastructure Development Project – Resettlement Policy Framework is to be applied by central and local government units (including Mahalla committees) and by rural households and land users affected by land acquisition and infrastructure subprojects.
Business model
The framework is financed and implemented as part of a donor-supported investment project, with resettlement and compensation costs covered through government counterpart funding in accordance with national legislation and World Bank requirements.
Impact
The framework aims to ensure equitable land acquisition and livelihood restoration, prescribing entitlements, land valuation, compensation measures, voluntary donation protocols, grievance redress mechanisms, and monitoring—supporting social inclusion and sustainable rural infrastructure outcomes.
