Description
Tedaruk is an electronic portal that centralizes the procurement of food products by state-funded institutions in Azerbaijan through a single online point of contact for public buyers and suppliers. The portal allows public organizations to publish their annual food needs and run procurement procedures, while food producers and sellers can submit offers.
Technology
Tedaruk is implemented as a web-based e-procurement platform where registered purchasing organizations log in via a secure website, enter their food requirements and manage steps such as tender publication, bid submission and contract awards online. The solution structures data through predefined electronic forms that capture product characteristics, quantities, delivery locations and schedules, enabling automatic consolidation, tracking and analysis of food demand and contracts across state-funded institutions.
Target
Tedaruk targets state-funded purchasing organizations, including ministries, agencies and public institutions such as schools, hospitals, and social care facilities. The portal also targets domestic food producers, farms, and food processing companies that wish to supply products under state orders.
Business model
Tedaruk is financed through the operations of Agro Procurement and Supply OJSC, a state-owned enterprise mandated to provide centralized procurement services and to operate the electronic portal as part of government functions. The portal offers free registration and uses for both purchasing organizations and suppliers.
Impact
Tedaruk facilitated the procurement of food products worth USD 75 million through state orders in 2024, with 7.1 percent savings of allocated state funds recorded during the procurement process. The portal was used in 2024 by 90 purchasing organizations that acquired 209 types of food products via the portal from 73 contracted manufacturers and sellers. The solution aims to strengthen centralized procurement of food products under state orders, ensure more transparent and efficient use of public funds, promote participation of local farmers and food producers in public markets, and support social welfare.
