Supporting climate-smart approaches in the agri-food chain and land-use planning

Description

The Climate Smart and Competitive Growth in Agri-food Value Chains in Turkey project is funded by the World Bank and implemented by the Ministry of Agriculture and Forestry of Türkiye. Under the USD 374.27 million project, the agri-food sector is supported from 2021 to 2028 in its efforts to become more climate-smart and inclusive by enhancing the government’s capacity for land-use planning and agricultural data collection, and by supporting innovation and the use of smart farming/climate-smart technologies and practices among farmers and agricultural enterprises. The project is implemented under three components: 1) Institutional Capacity Strengthening for Climate Smart Agri-food Policy, Planning and Investments; 2) Investments for Enhanced Productivity, Resource-Efficiency and Climate Resilience; and 3) Project Management and Monitoring and Evaluation. The project, through various interventions that include grants, training and technical assistance, addresses challenges of low productivity and unsustainable practices, while simultaneously enhancing resilience to climate change.

The project promotes the adoption of climate-smart agricultural technologies on small- and medium-sized farms with a view to enhancing productivity and profitability while reducing environmental impacts. The promoted technologies are described in two components, the first of which, “Institutional Capacity Strengthening for Climate Smart Agri-food Policy, Planning and Investments”, focuses on such digitally supported technologies as decision support systems integrated with remote sensing, cloud computing and IoT devices for precise farm management, as well as variable-rate technologies that optimize the application of fertilizers and plant protectants. This component also supports government-related initiatives that make use of soil surveys supporting the establishment of a land/soil information system that is interoperable with other relevant information systems and platforms. Component 2, on the other hand, addresses Investments for Enhanced Productivity, Resource-Efficiency and Climate Resilience, and makes use of digitally assisted steering systems and renewable energy solutions, such as solar-powered irrigation systems, to further enhance the use of resources and thus promote sustainability. The Precision Livestock Farming (PLF) programme within this component utilizes electronic sensors and data processing tools to improve animal health and reduce greenhouse gas emissions, while information and communication technologies (ICT) are employed for the creation of an innovation network, including a web-based platform for the dissemination of precision agriculture solutions and technical advice. The initiative also aims to support research and development through the strengthening of the İzmir International Agricultural Research and Training Center, positioning it as a reference centre for irrigation and drainage technology research.

The project, in which the Ministry of Agriculture and Forestry is a key beneficiary and partner, serves a wide range of users in the agricultural sector, including farmers, other agricultural enterprises, government agencies and agricultural extension services. To support the adoption of the technologies promoted under the project, the initiative provides grants to individual farmers, producer organizations and agribusinesses to support their access to training programmes, while facilitating the access of smallholder farmers to equipment and services. Farmers are also provided with a climate-resilient production infrastructure and access to a wide variety of climate-smart digital technologies and management practices under the project.

The project has been funded by the International Bank for Reconstruction and Development (IBRD) for a total amount of USD 374.27 million.

Impact

The project targets such positive outcomes as increased agricultural productivity, efficiency in the use of resources, increased resilience to climate change and strengthened institutional capacity. Efforts to enhance data collection, interoperability and management will be supported, and the project also aims to address some of the key issues faced by the agrifood sector in Türkiye, such as low productivity, unsustainable production practices and vulnerability to climate change by enhancing agricultural profitability and sustainability.
