The project is funded through donor support, including a USD 31 million grant from the Asian Development Bank and co-financing from the Government of Tajikistan. All services and infrastructure upgrades are provided free of charge to beneficiaries.

The project covers a net irrigation command area of approximately 40 335 hectares and focuses on the Yovon and Qumsangir irrigation schemes. It aims to improve water productivity, strengthen resilience to climate- and disaster-related risks, and support improved agricultural livelihoods for female and male farmers through the modernization of irrigation and drainage systems.
