Description

The State Programme "Digital Development of the Republic of Belarus" 2021-2025 was a national policy framework that promoted digitalization across sectors including agriculture. It was structured into 6 subprogrammes (support/analytics, infrastructure, public administration, economic sectors, regional digital development, and information security/digital trust) and was framed around key tasks such as infrastructure upgrades, e-government, digital economy tools, smart-city technologies, and strengthening “digital trust. As of December 30, 2025, it was succeeded by "Digital Belarus" 2026-2030.

The programme lists 30 customers and 82 projects, with customers including the Administration of the President, State Control Committee, State Security Committee, state bodies subordinate to the Government, government organizations and industrial enterprises, the National Academy of Sciences, the Operations and Analysis Center under the President, and Executive Committees.

Business model

The policy frames financing sources as a mix of republican budget, own funds from revenue-producing activities of budget organizations (subordinated to the programme “client”), and credit resources.

Impact

The document states expected results in terms of national digital transformation outcomes: 1) Raising the country’s technological development level nationally and regionally, 2) Building a unified government data architecture / digital information ecosystem, 3) Moving public functions and organizational business processes into electronic form, 4) Improving information security / “digital trust.” It also lists expected societal/economic outcomes such as increased productivity/quality/market, improved citizen security, improved quality/speed/availability of high-quality care, improved environmental situation, and improved access to quality education for work in the digital economy.
