E-agriculture strategy (2022-2027)
National strategy for digital agriculture development
Description
Under the "Building the grounds of e-agriculture" project provided through FAO’s Technical Cooperation Programme (TCP/BIH/3704/C4), FAO supported the Ministry of Agriculture, Water Management and Forestry in Bosnia and Herzegovina in developing an E-agriculture strategy. The strategy lays out five strategic priorities: 1) P1 - Accelerating digital transformation of agriculture in the public sector; 2) P2 - Practical use of ICT solutions at farm level; 3) P3 - Development of institutional and individual capacities on digital agriculture; 4) P4 - Improving digital infrastructure in rural areas; 5) P5 - Raising awareness on the benefits of implementing ICT solutions in agriculture.
Technology
P1 focuses on accelerating digital transformation in the public sector by establishing coordination structures, developing action plans for public-sector information systems, involving staff in interoperability groups, creating IT-focused jobs, improving data center infrastructure, digitizing key agricultural registers, and updating relevant legislation. P2 emphasizes practical ICT use at the farm level by fostering innovation partnerships, scaling successful practices, supporting farmer-led innovations, encouraging e-commerce and digital marketing adoption, and providing financial and logistical support for ICT investments. P3 targets capacity development through creating a Digital Skills Competences Framework, upskilling public staff to meet EU requirements, enhancing advisory service skills, and integrating ICT in agricultural higher education curricula. P4 aims to improve rural digital infrastructure by expanding GSM network coverage, investing in broadband infrastructure, and building Low Power Wide Area Networks. P5 seeks to raise awareness of ICT benefits by preparing advocacy strategies, conducting on-farm demonstrations, promoting digital agriculture on social media, and creating a portal for sharing information on agricultural digitalization.
Target
Overall, the roadmap is intended to serve as a guide for policymakers, development partners, private sector actors, and other stakeholders interested in promoting the digitalization of agriculture in the country.
Impact
The vision of the strategy is the following “By 2027, Bosnia and Herzegovina will have complied with all requirements regarding the European Union Accession process in terms of digitalization of agriculture to ensure a higher level of productivity and efficiency in agriculture”.
