Description

The Integrated Administration and Control System (IACS) is a management tool used by the European Union to oversee the implementation of the Common Agricultural Policy (CAP) in the Member States. The system is integrated with various administrative and control mechanisms including those dealing with agricultural subsidies (both area- and animal-based interventions), compliance with environmental regulations, and the eligibility of land parcels for support under CAP eco-schemes.

IACS operates with several digital and interconnected elements and databases, in particular: 1) the land parcel identification system (LPIS), which is used to accurately identify all agricultural land parcels in the EU nations; 2) the geo-spatial application (GSA), which allows beneficiaries to visually indicate the areas for which they are applying for aid, integrated with the animal-based application system when necessary (EU countries can choose to set up an automatic claim system using the GSA and the animal-based application system); 3) the area monitoring system (AMS), which is used to observe, track and assess agricultural activities; 4) a system for the identification of beneficiaries and, where applicable, a system for the identification and registration of payment entitlements; 5) a control and penalty system for EU nations that ensures the legality and regularity of payments; and 6) a system for the identification and registration of animals in EU nations where animal-based interventions apply.
