Aligning agricultural policy with EU CAP
Description
The “IPARD III Programme for the Republic of Serbia for 2021–2027” is a multiannual programme targeting the achievement of European Union pre-accession standards in farming, rural development, food safety, animal welfare and environmental protection. The programme supports agricultural producers in marketing their products in the European Union, and supporting them in the management of European funding. The project promotes investments into the physical assets of agricultural concerns and physical property related to the processing and marketing of agricultural and fishery products, agri-environmental-climate and organic production measures, the implementation of local rural development strategies with a LEADER approach, investments into rural public infrastructures, the diversification of agricultural properties, and the development of operations and technical aid.

The programme has highlighted the need to strengthen existing electronic information systems to support the better management, monitoring and evaluation of agriculture and rural development policies. It has further supported the rolling out of high-speed broadband internet, especially in remote rural areas, allowing young people to gain a modern education and access more job opportunities. Electronics, telecommunications and information technologies are mentioned in the project, as well as patents related to biotechnology for the improvement of food production.

The programme has targeted small- to medium-sized farms in Serbia with investments and subsidies to improve their agricultural techniques, incomes and productivity. The private sector, including SMEs engaged in primary agricultural production and/or food processing, may also benefit from the investments made under the project by aiding them in aligning with European standards.
Business model
The programme has been co-funded by the European Union to the tune of EUR 288 million.
Impact
IPARD III has increased the competitiveness of the Serbian agri-food sector through support of its digitalization and has decreased the impacts of climate change through adaptation measures. It has endeavoured to increase the skill levels of farmers, and to facilitate technology transfer and R&D investments.
