Multiannual rural development support framework
Description
The National Rural Development Programme (NRDP 2023–2027) is Kosovo’s main instrument for implementing rural development priorities through targeted investments and support measures. Aligned with the Strategy for Agriculture and Rural Development 2022–2028, it supports modernization of agricultural holdings and agro-food processing, strengthens competitiveness and market integration, promotes diversification of rural economies, including rural tourism and on-farm processing. The Programme advances community-led local development and reinforces knowledge transfer, advisory services, cooperation, innovation and sector digitalization, including Objective 4.3 on digitization and knowledge transfer.
Technology
Although the National Rural Development Programme (NRDP) 2023–2027 is primarily a policy and financing framework, its implementation is increasingly technology-enabled through two pathways: digitized administration of support and digitally supported advisory and innovation services. The Programme promotes standardized, registry-based applications and data-driven controls managed by the Agriculture Development Agency, while strengthening AKIS through ICT tools, e-learning, structured knowledge dissemination and use of farm performance data, positioning digitalization as a lever for transparency, targeting and uptake.
Target
Primary beneficiaries include registered farmers and rural enterprises applying for investment and diversification support; programme implementation also serves public administration functions, managing authority, paying/implementing agency. Projects may prioritize rural areas defined by national agricultural policy, including mountainous and border areas, and commonly include measures supporting women’s participation and rural job creation.
Impact
Intended impacts include improved competitiveness and sustainability of farm production, stronger agro-processing capacity aligned with relevant standards, improved response to societal demand for safe and sustainable food, and strengthened protection of natural resources addressing climate-related challenge. Other expected spillovers include jobs and rural economic development through diversification and LEADER-type approaches.
