The National Strategy on Agriculture and Rural Development 2021–2027 (NSARD) is the Government of North Macedonia’s principal policy instrument for the agri-food sector and rural areas. NSARD sets out a multi-dimensional approach to sector modernization, competitiveness, and sustainability, with a focus on: (i) direct payments and market regulation; (ii) rural development and structural transformation; (iii) sustainable management of natural resources and climate adaptation; (iv) food safety and quality; and (v) knowledge, innovation, and digitalization. The strategy is aligned with EU CAP and SDGs and operationalizes a comprehensive monitoring and evaluation framework with defined targets for productivity, rural employment, digitalization, and environmental performance.

NSARD promotes the adoption of digital technologies and data-driven approaches in agriculture and rural development, including digital subsidy management, GIS-based land administration, cloud-based market information systems, mobile advisory services, remote sensing for monitoring, and digital platforms for knowledge transfer and stakeholder engagement.

The strategy targets all actors in the agri-food value chain, including public sector agencies, farm advisors, civil society, academia, and private sector service providers. Special emphasis is placed on youth, women, and vulnerable groups in rural areas as detailed in the policy.

NSARD is publicly funded through the national budget, EU IPARD, and donor support. All policy measures, digital services, and advisory tools are provided free of charge to beneficiaries.

NSARD aims to increase net value added in agriculture by 43 percent, double the share of rural development funding, raise agri-food exports to EUR 835 million, and improve productivity, digitalization, and environmental sustainability. Key targets include 95 000 ha irrigated land, 15 percent women farm holders, and 10 000 young farm holders by 2027.
