Digital transformation of the economy and society

DescriptionOverview of the initiative and its approach.

The “Moldova Digital Transformation Strategy (MDTS)” is a public-centric document aimed at improving societal well-being through the digital transformation of the country’s economy and society. The strategy lists six general objectives to guide activities: the development of a digital society; the growth of a robust and competitive Information and Communication Technology (ICT) environment; the creation of an innovative and resilient digital economy; the establishment of an efficient, smart and transparent digital state; the creation of a secure, accessible and inclusive digital environment; and the promotion of the Republic of Moldova as a trusted and reliable digital nation. The strategy supports the efforts of the Republic of Moldova to become an integral part of the European Single Digital Market, contributing to the growth of rural areas and supporting innovation in agriculture.

The strategy focuses on several key components of the digitalization of the economy, including the local IT sector and technology start-ups geared towards the international market, competitive ICT infrastructures and services, and e-commerce infrastructure development (diversification of the online payment services market, the postal and courier network, digitalization of export customs procedures, access to international e-commerce platforms, etc.), contributing to efforts to reduce the imbalance between urban and rural areas. A key component of the strategy is the establishment of an eGovernment Center (now the E-Government Agency) incorporated with a range of reusable digital platforms, such as the common government technology platform (MCloud), the government electronic authentication and access control service (MPass), the government electronic payment service (MPay), the interoperability platform (MConnect), and the Government Open Data Portal, which provides support across all sectors (healthcare, education, energy and climate, agriculture, smart cities and digital finance), allowing the Republic of Moldova to enter the European Digital Single Market with strong potential to contribute to the growth of rural areas and to support innovation in European agriculture.
