Description
The “Smart Villages in Azerbaijan” report is the primary outcome of an analytical and research initiative of World Bank that seeks to identify potential policy choices aimed at fostering technology and social innovation-driven smart village approaches. These approaches aim to enhance service delivery and promote local economic development in rural areas, with primary focus on supporting communities, in collaboration with local government and the private sector, in identifying opportunities and implementing solutions tailored to their specific needs. This is achieved based on bottom-up participatory needs assessments, knowledge and innovation transfer, and policy incentives, the integration of which can result in customized smart solutions for rural areas, leading to improved local economic development, enhanced connectivity, better services, increased livelihoods and incomes, and an overall improved quality of life. The paper is presented in six sections, each addressing a key aspect of the research and analysis undertaken to conceptualize and apply the smart village concept in Azerbaijan.
Technology
The report introduces a framework for the evaluation of smart village readiness in Azerbaijan, utilizing spatial clustering and analyses of data. The Smart Village Readiness (SVR) Index, created through a process involving 93 indicators categorized into population agglomeration, infrastructure, services, economic conditions and natural disasters, makes use of both global “big data” and national sources, including spatial and written documentation produced by the Azerbaijan State Statistical Committee and various ministries, as well as open-source data available from such institutions as MIX Market, World Bank, the World Health Organization, and the Food and Agriculture Organization (FAO). The SVR Index assesses the conditions across the country, initially through the creation of a geographic profile of basic social, economic and physical characteristics, followed by criteria assessment and spatial index development at sub-rayon and rayon levels. The resulting categorization, ranging from "Amplify" to "Activate," facilitates a targeted approach to the support of smart village development, identifying areas that are sufficiently equipped for success and those in need of additional support, and incorporating insights from open-source data and FAO to inform strategic decision-making among national and local authorities.

This report aims to support the Government of Azerbaijan in taking advantage of digital opportunities to drive growth, and serves as a robust and flexible tool for the creation of policies and investments that meet the unique requirements of the country’s rural areas. Development practitioners can use the framework as a reference example when assessing the readiness of rural areas for innovation, knowledge transfer and technology to promote development.
