The Strategy for Development of the Agribusiness and Fishery Sectors of the Russian Federation through 2030 is a comprehensive policy document outlining key objectives and economic policy measures for the Russian agriculture, fisheries and rural development over the next decade. One of the eight policy objectives focuses on the digital transformation of the agribusiness sector. This involves the creation of a national platform to have a unified digital industry data model, ensuring traceability of regulated agribusiness products, and providing e-government services. Under the same objective, the policy also calls for more strengthened digital services for effective agricultural land rehabilitation and land reclamation.

The policy aims to establish a common digital database that can integrate all data on the status of agriculture and fisheries, as well as related sub-industries, and trends in the sectors and their performance. Increasing technology development and digitalization level are also part of the state policy alongside other goals such as the adoption of animal feed and feed additive production technologies, and innovations to reduce import dependence on seeds, genetics, and planting material. Meanwhile, the facilitation of agricultural production involves the development of resource-saving technologies and high-performance equipment.

The Federal executive bodies adhere to the Strategy’s provisions, particularly in developing and implementing national programs. Meanwhile, regional target programs fall in the jurisdiction of state authorities and local government. The strategy aims to benefit farmers and agricultural enterprises, fisheries and aquaculture operators, and rural communities. Academia and research institutions can also assist in improving the overall agricultural production and technology development of the country.

The strategy suggests several performance indicators aligned with the strategic objectives. The indicators include the goal to increase agricultural production in all types of farms, access to digital services for cost optimization, and increased efficiency in manufacturing and administrative processes, among others. To achieve these objectives, the maintenance of the population size in rural areas, the improvement of the quality of rural households, and the development of social and engineering infrastructure play an important role.
