Analysis of the priorities and conditions for the development of agriculture and rural areas
Description
The “Strategy of agriculture & rural development of Ukraine (2030)” targets the development of a competitive, sustainable and diversified agrifood sector in the country in accordance with the Common Agricultural Policy (CAP) of the European Union. The document lists seven strategic goals to be achieved by 2030: 1) increasing institutional capacity through the creation of an inclusive policy for the development of agriculture and rural areas; 2) achieving food security by ensuring public access to high-quality, nutritious and safe food products; 3) ensuring the sustainability of the agricultural sector, and a stable and fair income for producers, thus increasing their competitiveness; 4) demining and land reforms in support of the effective use of land; 5) climate change mitigation and adaptation through climate-oriented agriculture; 6) modernization of the agricultural sector through process development, innovation, digitization and knowledge exchange; and 7) the creation of necessary conditions for the development of rural areas. Each strategic goal is backed by a vision and a list of relevant sub-goals.

The strategy calls for innovation transfer and the dissemination of modern technologies in support of the production and processing of agricultural products, mentioning specifically artificial intelligence (AI), Cloud, Desktop/web-based applications, the Geographic Information System (GIS), the Global Positioning System (GPS), the use of drones for land management, remote sensing within national geospatial infrastructures, robotics, short message services (SMS) and sensors. These technologies are earmarked for use in land parcel identification systems (LPIS), the farm sustainability data network (FSDN) and the integrated administration and control system (IACS); for systematic checks on farms and for the creation of a computerized database of animals; and for the digitalization of the Agricultural Knowledge and Innovation System (AKIS) and the national geospatial data infrastructure (NSDI).

The primary targets of the policy include farm advisors who support the development of rural businesses and offer agricultural advisory services to farmers, particularly young farmers and female entrepreneurs. The strategy targets also large- and medium-sized farms that utilize these services and technologies, as well as the smallholder farmers who benefit from them. Both the private and public sectors are key contributors to the digitalization of the sector, while academia and research institutions play a crucial role through their research and development of new agricultural technologies and their facilitation of access to research and innovation.
Impact
The strategy aims to strengthen institutional capacity, ensure food security, and contribute to the maintenance of a stable and fair income for producers, while also enhancing their competitiveness. It addresses such critical areas as land reform, demining, climate change mitigation and adaptation, the development of processing industries, innovation, digitalization and knowledge exchange, with particular emphasis on young farmers and entrepreneurship among women.
