Description

The “Digital Development Country Profile – Ukraine” is an assessment report documenting the digitalization status of Ukraine, and has been compiled as part of the regional effort of the ITU Office for Europe to carry out a comparative analysis of the digital transformation status of priority countries in the European region, namely Albania, Bosnia and Herzegovina, Georgia, Republic of Moldova, Montenegro, North Macedonia, Serbia and Ukraine. The report draws upon the various experiences of ITU, the UN specialized agency for ICTs and other UN system organizations to provide a broad overview of the activities and projects related to digital transformation being implemented at a national level and in the wider region, and describes the status of digital development of the country according to 5 building blocks: meaningful connectivity as foundation of digital transformation; people-centric digital transformation; government-centric digital transformation; sector-centric digital transformation, including e-agri and e-health; and, finally, the digital-centric innovation ecosystem. The digitalization of agriculture is analyzed under the “Sector-centric digital transformation” section of the report, providing a detailed overview of the level of digitalization in the sector in Ukraine, with particular focus on access to geospatial data for land management (StateGeoCadastre), collective impact initiatives ( AgroHub) and smart farming solutions, including: the digitalization of agricultural trade through mobile devices, yşeld predictions and maximization, and the mitigation of threats to crop yields.

The framework assessment in this resource describes technological solutions falling under five building blocks, namely: 1) Broadband and LTE/WiMax coverage, 4G and 5G deployment, cybersecurity measures, big data, blockchain and agile approaches, e-commerce, e-health, and education, machine-to-machine and Internet of Things services; 2) digital skills training, including STEM IF FEM courses on bioengineering, energetics and ecology, engineering and robotics, 3D modeling and printing, mechanical engineering, construction and architecture, and computer science and artificial intelligence; 3) the “Diia” online platform – an e-governance web portal and mobile application in Ukraine, and e-waste management system initiatives; 4) mobile platforms that match buyers and farmers using a mobile chat bot and an e-commerce/single one-stop shop (TRADOMATICS), and autonomous drones and multispectral cameras for the prediction and maximization of crop yields and savings (iAGRIEYE), as well as a business intelligence platform making use of high-precision drone imagery and original machine learning technologies to help farmers mitigate threats to crop yield and to maximize profitability (AGRO.BI); and 5) an online educational platform and chat platform that pairs students with private tutors for remote learning (Preply), a cross-platform writing assistant that reviews spelling, grammar and punctuation using AI (Grammarly), and a face-swapping app that can swap faces in videos, GIFs and memes using AI/ML technologies (Reface)

The report can serve as a baseline for comparative assessments, and as a guide for future dialogue with country stakeholders for the promotion of digitalization and related initiatives in Ukraine. The document can inform policy decisions aimed at promoting digital innovation and adoption within the sector, and can serve as a basis for collaborations among various stakeholders, including government agencies, agricultural organizations, technology companies and research institutions. It aims to support national decision-makers and international stakeholders in carrying out coordinated and effective efforts towards the nation’s digital transformation, and in setting realistic targets, learning from best practices and adopting successful strategies from peer countries.
