Description

The National Digital Agenda of Albania for 2022–2026 contains the vision for the next phase of the country’s digital transformation. The strategy envisages the provision of “comprehensive and borderless digital services for citizens and businesses” across various sectors, such as those related to health, infrastructure and agriculture – including livestock and fishing – among others. It is built around four main pillars: (1) enabling digital policies, intelligent processes and advanced solutions on secure platforms; (2) digital business: accessible and proactive services, and business-ready operations; (3) digital education and digital skills: transformation of learning and education; and (4) digital citizens: citizens and privacy, transparency of data and citizen services.

The strategy aims to radically increase the integration of new technologies, such as blockchain, artificial intelligence and machine learning. In the agriculture sector, the action plan envisions the enhancement of several information management systems in agriculture, such as those for the management of the IPARD Program and National Schemes. The strategy also envisions improvements to the National Food Authority System, the Water Cadaster System, the Farm Register and the Forest Monitoring System, with drones for the monitoring of forestry and water bodies. Finally, the strategy hints at the possible application of green solutions for the collection of micrometeorological data (e.g. real-time monitoring of climatic conditions particularly suitable for agriculture, enabling optimization and savings of water, monitoring photosynthesis processes, measurement of wind speed) and the use of Internet of Things (IoT) for the monitoring of food quality or vaccine temperatures.

The strategy relies on such cutting-edge technologies as blockchain, artificial intelligence and machine learning, aiming to enhance efficiency in agriculture, streamline information management systems, and improve forest and water monitoring.
