Description
The Climate Action Review (CAR) Tool was developed jointly by FAO and UNDP as part of the SCALA Programme. The resource offers a practical step-by-step approach to identifying actionable entry points for transformative change, drawing from adaptation actions outlined in NDCs and NAPs. The tool is adaptable to various country contexts and strategic priorities, facilitating evidence-based adaptation planning through participatory methods. The key aspect of the tool revolves around assessing the potential impact of planned adaptation measures on enhancing the resilience of agrifood systems in the context of climate variability. This assessment uses six elements and 20 indicators of transformative climate action, employing both quantitative and qualitative analyses to compare current and planned adaptation actions. The tool addresses obstacles such as limited resources and technical capacity that present significant challenges to the implementation of institutional frameworks such as the Nationally Determined Contributions and National Adaptation Plans.

Climate Action Review (CAR) Tool is a cloud-hosted, desktop/web-based application combined with a structured analytical framework. The web interface guides users through a five-step workflow that includes preparation, short-listing of National Determined Contribution (NDC) and National Adaptation Plan (NAP) priorities, stakeholder mapping, assessment against six elements and twenty indicators of transformative climate action, and development of an implementation roadmap. Climate Action Review (CAR) Tool uses online forms, guided scoring matrices and data storage on a central server, complemented by a downloadable handbook that provides methodological instructions for applying the tool in agriculture and land-use planning.
Target
NDC is particularly useful for NDC and NAP planners and focal points in the government, as well as senior policy or technical units in relevant ministries, departments or agencies supporting climate change and agriculture projects. Academic and research institutions can also use the tool to perform multi-country and -level analysis of NDC and NAP implementations in the agriculture and land use sectors.
