National e-service for farm subsidy applications

Description

e-Subvencii is a national online portal that allows farmers in North Macedonia to apply electronically for agricultural direct payments and rural development subsidies. e-Subvencii enables crop and livestock producers to register or confirm eligible land, animals and production types, submit applications within official calls and follow the status of their requests.

e-Subvencii is a web-based portal and can be accessed through secure login on the government portal. The solution provides online forms and document upload for subsidy and direct payment applications, and back-office workflows that allow staff to verify eligibility, cross-check data with farm and parcel registers and approve applications for payment processing. The portal is linked to geospatial production planning and satellite-based monitoring tools in line with EU Integrated Administration and Control System practices to reduce the risk of paying subsidies on non-cultivated land.

e-Subvencii primarily serves individual farmers and agricultural holdings of all sizes that are eligible for national agricultural direct payments and rural development support. The portal is also used by staff of the Ministry of Agriculture, Forestry and Water Economy and the payment agency in regional offices to support farmers.

e-Subvencii is provided as a public digital service by the Government of North Macedonia as part of the national agricultural support system. Farmers do not pay fees to register, submit applications or access information through the portal, while development, operation and maintenance are financed from the national budget and EU-supported agricultural and rural development programmes.

Impact

e-Subvencii aims to reduce administrative burden for farmers, and support more accurate data on land, crops and livestock through reuse of register information and automated cross-checks, helping to prevent ineligible claims and improve targeting of support. Public statements indicate that more than 8 billion Macedonian denars in outstanding subsidies have been paid to farmers in recent years.
