Strengthening Capacities in the Agricultural and Rural Development Sectors for CAP
Description
This EU Twinning project with the Republic of Montenegro is part of the Instrument for Pre-accession Assistance, aiming to strengthen the capacity of public administration in the agricultural and rural development sectors in line with the Common Agricultural Policy (CAP). The primary objective of this 30-month project is to gradually develop the agricultural sector in Montenegro to strengthen its position withing market forces, while progressively aligning the nation’s agricultural policy with the CAP and the EU legal framework in the field of agriculture and rural development (Chapter 11 of EU pre-accession negotiations). The twinning activities include elements of knowledge transfer, capacity building, coaching and legal consultations to explain EU pre-accession requirements.
Technology
EU twinning projects support the alignment of pre-accession countries with the various mandatory electronic information systems in the European Union and agricultural and rural development policies. These systems include the Integrated Administration and Control System (IACS), the Agricultural Market Information System (AMIS), the Land Parcel Identification System (LPIS) and the Area Monitoring System (AMS), as well as farm registries and registers for specific operations, such as vineyards.
Target
Only public administrations and mandated bodies at national, regional or local levels in Montenegro are targeted in this EU-funded twinning project.
Business model
This EUR 1.9 million twinning project has been co-funded by the European Union and the Republic of Montenegro and will last for 30 months.
Impact
The twinning project was launched in 2024, and so no assessments have been made to measure its impacts.
