Farmer Web Portal

Portal for farmers to track and apply for government subsidies

Description

The Farmer Web Portal in Bosnia and Herzegovina is a web-based application that is operated by the Ministry of Agriculture, Forestry and Water Management that allows individual and commercial farmers to identify any incentives to which they are entitled, to download the related application forms, to apply online and to monitor the status of their submitted applications. Similarly, municipal, cantonal and federal institutions and inspection agencies can supervise the spending of funds through the app. The Farmer Web Portal seeks to support farmers in taking advantage of the financial incentives available to them, to improve their agricultural production and, overall, to contribute to rural development. The app also serves as a source of such information as rules and regulations.

Technology

  • Desktop/web-based application

Farmers can access Farmer Web Portal online by entering their client number and agricultural holding number to the official state Register of Agricultural Holdings and the Register of Clients, which farmers receive when registering with their municipality. The app offers farmers various services and has been designed to be interoperable and to integrate with other government systems. Farmers can learn about the financial supports available to them based on their personal data, can check and edit their registration data listed on the Register of Agricultural Farms and Clients, can download pre-filled forms, and can make applications and check the status of those that have been submitted from the portal. The portal is integrated with the national payment system, and so can be used to make and follow their incentive applications, from farmer registration, applications for subsidies, application evaluations and payments made by the Ministry of Finance and Treasury.

The Farmer Web Portal is operated by the Ministry of Agriculture, Forestry and Water Management of the Federation of Bosnia and Herzegovina, and is free of charge for farmers.

Impact

The Farmer Web Portal supports the dissemination of agricultural subsidies, making the process more efficient for the Ministry of Agriculture by reducing human errors and automating the entire process. The portal also increases awareness of farmers of their rights to subsidies, and provides them with the ability to apply for subsidies remotely. The portal also provides easier access for farmers to forms and data, thereby easing bureaucratic procedures and decreasing the “idling” time of farmers. The Farmer Web Portal unifies the subsidy payment procedures, and ensures transparency and accountability among agricultural stakeholders.
