Description

The Modernization of Real Property Registration and Cadastre Project aimed to establish an efficient, transparent and accessible real property registration and cadastre system. The project supported the digitalization of land and property records, improved business processes, and strengthened institutional capacity to enhance land administration and support e-government services.

The project implemented a centralized, web-based information system for real property registration and cadastre, supported by geographic information systems and large-scale digitization of cadastral maps and registration records. The system enables storage, management and exchange of spatial and legal land information among public institutions.

The project targets public sector agencies, rural communities, and smallholder farmers, providing secure digital land and property records, online access to registration and cadastre services, and improved spatial data for land management, agricultural planning, and rural development.

The project’s total cost is USD 25 million; it is co-financed by World Bank IDA credit (USD 20 million), with USD 5 million committed by the government.

Impact

According to World Bank implementation and results reports, the project contributed to measurable improvements in land administration performance. By project completion, procedures to register property rights were reduced from 9 to 5. The integrated registration and cadastre system was deployed nationwide and connected to national GIS infrastructure. Approximately 3.46 million direct beneficiaries were reported, of which about 33 percent were women. More than 7.3 million cadastral and registration records were digitized, exceeding original targets, and digital cadastre coverage reached about 90 percent of inhabited territory.
