Description
The Nationally Determined Contributions Tracking tool is an offline tool designed to assist countries in collecting the information required to track progress made in implementing and achieving their NDCs. The tool assesses the progress of NDC implementation by comparing planned versus implemented mitigation and adaptation actions. Similarly, the solution also estimates the GHG reduction achieved from the implementation of mitigation actions compared against the sector or national baseline and NDC target scenario. This tool is particularly useful in preventing double accounting and overlapping of mitigation actions of countries as well as in distinguishing results of mitigation actions that are linked to the carbon market from national GHG emission reduction targets.
Technology
The solution operates in Microsoft Excel with easy-to-use features. The tool is embedded with formulas, data validation, and built-in logic, enabling the automated monitoring of NDC implementation measures. The NDC Tracking tool organizes information in a way that aligns with the Enhanced Transparency Framework and forthcoming Common Tabular Formats, making it easier for countries to prepare Biennial Transparency reports. The tool is accessible as a downloadable Excel package through the FAO Open Knowledge platform.
Target
The tool is particularly designed to support national governments, experts, and practitioners who are involved in the preparation, implementation, and updating of NDC and the sectors covered by it. The tool package has been downloaded over 500 times as of January 2026.

The tool is a donor-funded public good and provided free of charge to governments and practitioners.
Impact
