NIVA – A New IACS Vision in Action

E‑government CAP IACS digitalization project

Description

NIVA – New IACS Vision in Action is a European Union–funded project aimed at supporting the modernisation of the Integrated Administration and Control System (IACS) used for the implementation of the Common Agricultural Policy. The initiative develops and tests digital methods, data models and tools to improve monitoring, control and performance assessment of CAP interventions, with a focus on interoperability and data-driven administration.

The project supports the development and piloting of digital administrative tools that integrate geospatial data, Earth observation imagery and web-based systems. These technologies are used to improve data collection, validation, monitoring and reporting processes within IACS and related CAP control frameworks.

The initiative targets public authorities responsible for the administration and control of CAP measures, including national and regional paying agencies and policy institutions. It supports these users by providing digital approaches and methodologies to enhance monitoring, data consistency and administrative efficiency.

NIVA is financed through the European Union’s Horizon 2020 research and innovation programme. The tools, methods and outputs developed under the project are provided as public goods and are accessible without user fees.

Impact

The project aimed to improve governance of agricultural policies by strengthening the digital and analytical capacity of CAP administrative systems. Enhanced data integration, monitoring and reporting approaches supported more consistent implementation of CAP measures, improved transparency, and more effective use of statistical and geospatial information for policy oversight and evaluation.
