Animal register and food production capacity register
The Animal register and food production capacity register is managed by Food and Veterinary Agency (FVA) and helps identify and re-register livestock and maintain registries of approved and registered food business capacities. The register is a central FVA-managed database with a desktop interface used by authorized veterinary practices and inspectors. Livestock are tagged with EU-standard ear tags carrying barcodes and a Kosovo RKS code while registration data are captured on farms and stored centrally. The RKS code is a sign with a number that specifies the type of animal and the region where the farmer carries out his agricultural activity, and (2+6) unique serial numbers. Food-business capacity lists are published as downloadable registries to support transparency and inspections.

Primary beneficiaries are livestock keepers including smallholders whose cattle, sheep, goats, pigs and other animals are identified and registered by authorized veterinarians, and public inspectors who rely on traceability for disease control and official controls. Food business operators such as processors, handlers and other establishments benefit via clearer registration or approval status in public registries and more predictable official controls. Publicly available sources reviewed do not state the exact number of registered animals or registered approved food businesses as of December 2025, but the system is designed for nationwide coverage.

The animal register and food production capacity registers a regulatory public service financed initially by donors but mainly from public budgets. For livestock identification and registration, FVA contracts veterinary clinics and covers the costs of ear tags and on-farm registration for farmers, removing direct user fees. Registration and approval data for food production capacities are maintained for official controls and published where relevant.

The system solution aims at improving traceability of animals and food production capacities, enabling faster response to animal-health events and stronger official controls. By supporting re-registration and standardized ear tags, it seeks to reduce misuse of ear-tag numbers and increase transparency. With future interoperability such as with Simplified Integrated Administration and Control System (IACS), the animal register and food production capacity register has the ambition of further strengthening policy making intelligence and risk-based inspections.
