Description

Cows and Hectars is a digital module in the State Agrarian Registry of Ukraine that allows farmers who keep cattle and cultivate land to apply online for state support. The initiative links information on cows and hectares of land in one place so that support rules can be checked and managed more easily.

Cows and Hectars is implemented as a web-based management module inside the State Agrarian Registry, with a unified digital workflow where farmers can submit, edit and sign applications in one interface. The module offers an advanced mapping tool with layers for parcels, animals and conflict zones, automated financial calculations that determine support amounts from application data, and extended business logic that covers different land-use types such as lease and life-long use. The solution supports improved data handling through parcel list export, contract management and recipient registry updates, and provides flexible programme settings with configurable fields, validation steps and structures, together with clearer labels, hints and system messages for better user experience.

Cows and Hectars primarily targets smallholder, medium and large farms that keep cattle and cultivate land. The module also targets public sector administrators and partner institutions, who use it to process applications. Cows and Hectars is provided as part of the State Agrarian Registry, a public digital infrastructure funded by the Government of Ukraine with support from the European Union and the World Bank, and farmers do not pay user fees for submitting applications through this module.

Impact

Cows and Hectars aims to contribute to the broader impact of the State Agrarian Registry, which has enabled the disbursement of financial and technical aid to more than 40 000 farmers, amounting to over UAH 2 billion. The initiative aims to improve the quality and consistency of data used to administer schemes, thereby reducing errors and strengthening targeting public support. The module also demonstrates good practice in modular, GIS-enabled design that can be replicated for other themes such as crops, horticulture or climate-resilience measures, supporting more agile digitalization of agricultural support systems.
