Digital transformation agenda setting strategic objectives for digital infrastructure

DescriptionOverview of the initiative and its approach.

The Digital Agenda of Kosovo 2030 (AD 2030) is a horizontal, cross-sector government policy framework that sets Kosovo’s direction for digital transformation through 2030, positioning digitalisation as a driver of competitiveness, inclusion, and more efficient service delivery. The agenda is designed as a long-term programme that can be reviewed and updated as technology and societal needs evolve, and it is anchored around five strategic objectives—secure advanced digital infrastructure; digital transformation of businesses; digitalization of public services; a digitally skilled population and an innovation/R&D ecosystem; and a sustainable cybersecurity ecosystem—which, in practical terms, aim to expand high-capacity connectivity, accelerate digital uptake in the economy, improve the availability and quality of e-services, raise digital skills and innovation capacity, and strengthen trust and resilience in the digital space. The agenda was initiated by the Ministry of Economy through the Kosovo Digital Economy (KODE) project, and it was approved by the Government of Kosovo.

The agenda targets whole-of-society benefits for citizens and businesses through more accessible, higher-quality digital public services and safer digital transactions, while also strengthening public institutions via modernization of service delivery, standards, and coordination mechanisms. The document further positions implementation as multi-stakeholder, with engagement of ICT and other actors through the agenda process.

The policy expects to deliver measurable targets in 2030. These are defined through measurable 2030 targets, including: 100 percent household coverage with 1 Gbps networks and 100 percent 5G coverage of populated areas; increased digital adoption in the private sector (e.g. 75 percent of enterprises using cloud / big data / AI); expanded digital public services including 100 percent of online availability of key public services, the entire population with access to medical records via e-register, and 80 percent of citizens using digital identification); and strengthened digital skills such as 80 percent of adults with at least basic digital skills).
