Analysis of the country’s digital development status

DescriptionOverview of the initiative and its approach.

The “Digital Development Country Profile – Republic of North Macedonia” is a part of the ITU Office for Europe’s regional effort to provide a comparative analysis of the digital transformation of priority countries in the European region, namely Albania, Bosnia and Herzegovina, Georgia, Republic of Moldova, Montenegro, North Macedonia, Serbia and Ukraine based on the various experiences of ITU, the UN specialized agency for ICTs, and other UN system organizations. In doing so, it provides a broad overview of the activities and projects being implemented at a national level and in the wider region, describing the level of digital development in the countries according to five building blocks: meaningful connectivity, as a prerequisite for the digital transformation; people-centric digital transformation; government-centric digital transformation; sector-centric digital transformation, including e-agri and e-health; and, finally, the innovation ecosystem. The level of agricultural digitalization is analysed in the “Sector-centric digital transformation" section. The text provides a detailed overview of the level of digitalization in agriculture in North Macedonia with particular focus on land management, forest monitoring, climate resilience, e-government systems and web platforms hosting agri-environmental indicators in a digital spatial format, as well as training materials

The framework assessment describes the technological solutions in use under the first four building blocks: 1) Broadband and LTE/WiMax coverage, 5G deployment and cybersecurity measures, (in relation to building block 1); 2) Web applications and platforms for video creation, digital marketing and social media, and Text to Speech Synthesis software in support of inclusiveness (in relation to building block 2); 3) Open data portals supporting the public in following up administrative procedures, job search platforms, e-learning and crowdfunding campaigns, (in relation to building block 3); 4) Information systems, such as LRIMS, MASIS and global EarthMap, promoting the use of GPS or GIS systems, and other tools supporting precision agriculture, high-resolution satellite imagery, agri-environmental indicators in digital spatial formats, automated weather stations and the Agrometeo81 platform, (in relation to building block 4).

The main target users of the ITU Digital Development Country Profile reports are ITU priority countries, and more specifically, public and private stakeholders and decision-makers at a national level, as well as international stakeholders involved in digital development. Furthermore, civil society organizations, academia and startups can also benefit from the provided information in support of their digitization initiatives.

The report provides baseline information for comparison assessments, while also serving as a guide for future dialogues with country stakeholders related to the promotion of digitalization and its related initiatives in North Macedonia. It supports stakeholders in making informed decisions regarding policies, investments and ICT strategies, while also enhancing the dialogue and facilitating collaborations between government entities, the private sector, organizations, civil society groups and international partners, thus contributing to the generation of more coordinated and effective efforts in support of the digital transformation, the setting of realistic targets, learning from best practices, and the adoption of successful strategies applied in peer countries.
