Guide for creating effective national digital skills and strategies
Description
Digital Skills Toolkit provides a comprehensive framework for governments, policymakers, educators, and industry to develop strategies for strengthening digital skills across all segments of society. The roadmap proposed by the toolkit starts from building on digital transformation strategy which consolidates existing strategies, policies and programmes involving digital skills. The establishment of responsible body who will identify stakeholders from government, private and social sectors is necessary to activate multiple-stakeholder engagements. The second part of the roadmap details plan creation which proposes Digital Skills for Life and Digital Skills for Work. The first framework provides the general population with the digital skills to succeed in life while the latter emphasizes the skills needed to succeed both in the IT sector and the broader workforce. Lastly, the third and last stage explores the implementation of developed mechanisms. This part proposes to establish a mechanism for approving, coordinating, and monitoring of programmes alongside data collection of changes in skills levels, and systematic reviewing of progress to identify necessary corrections if needed.
Technology
To conduct digital skills assessment of the general population, the resource enumerates platforms such as DigCompSat, Mydigiskills, and Europass platform; all self-assessment tool to evaluate digital competencies. Meanwhile, in creating programme plans for countries, plans for industries like agriculture and entrepreneurship need to address digital skills that enable the actors to succeed in their respective workforce.
Target
Primary beneficiaries include policymakers, educators, private sector actors, NGOs, rural communities, and smallholder farmers who require digital skills to participate in and benefit from the digital economy. The toolkit also targets vulnerable groups such as women, youth, and marginalised communities.
Business model
Delivered through multi-stakeholder partnerships involving governments, UN agencies, NGOs, and the private sector, the resource was supported by donor funding and industry contributions to promote inclusive digital skills development.
Impact
The aim of the resource is to provide governments with the structured guidelines and multiple examples to facilitate the development of national digital skills strategies for countries.
