National e-Agriculture Strategy
Digital Transformation in Agriculture 4.0 (2021-2025)
Description
Under the "Support to the development of national e-agriculture strategy" project provided through FAO’s Technical Cooperation Programme (TCP/TUR/3703/C2), FAO supported the Ministry of Agriculture and Forestry (MAF) of Türkiye in developing a National E-Agriculture Strategy. The Strategy provides several strategic recommendations: 1) Enhance communication and coordination among critical stakeholders to facilitate cross-sector collaboration; 2) Strengthen policy, legislative, and regulatory frameworks requirements to build sustainable and scalable ICT applications; 3) Identify and develop key databases, their linkages, access, and interoperability to enable building of actionable information services; 4) Improve market access, risk mitigation, disaster management, and logistics to enhance income generation and profitability; 5) Identify and improve processes and mechanisms using ICT solutions and services to enhance the effectiveness of agricultural stakeholders; 6) Develop capacity at all levels to sustain and benefit from e-agriculture solutions and services; 7) Strengthen the capacity of human resources in line with the e-agriculture concept; 8) Give priority to digital systems in agricultural supports.
Technology
To achieve the outlined strategic recommendations, the strategy proposes a list of 79 actions and ICT solutions, they can be grouped into policy and regulatory frameworks, such as expanding drone use and broadband access; data and information systems like drought monitoring databases and farm-to-fork tracking; ICT and smart technology integration, including IoT-based soil analysis and digital insect traps; capacity building through e-learning platforms and virtual reality-based extension models; market access improvements via digital agricultural markets and mobile banking systems; sustainability measures like climate change modeling and pesticide monitoring systems; and innovation in mechanization with autonomous tractors and greenhouse automation.
Target
Overall, the roadmap is intended to serve as a guide for policymakers, development partners, private sector actors, and other stakeholders interested in promoting the digitalization of agriculture in the country.
Impact
The vision of the strategy is “[...] to change the way information is used to plan, manage, and deliver agricultural services, enabling more effective and efficient use of resources and thus enabling a more profitable, fair, and sustainable agricultural system”.
