Description

OASIS (Optimizing Access to Services through Integrated EO and AI Solutions for Innovative Societies) is an Interreg Latvia–Lithuania project that aims to improve agricultural monitoring and administration of Common Agricultural Policy (CAP) payments by integrating Earth observation (EO) data and artificial intelligence into the control systems of the Lithuanian National Paying Agency (NMA) and the Latvian Rural Support Service (LAD). The project is developing AI-based super-resolution satellite imagery, common geospatial data standards, and interoperable monitoring tools to improve the accuracy of agricultural area verification, reduce field inspections, and facilitate fairer and more efficient subsidy administration for farmers in the Latvia–Lithuania border region.

OASIS combines Copernicus Earth observation data, artificial intelligence and machine learning, super-resolution satellite image enhancement, geospatial analytics, and interoperable GIS data standards to improve agricultural monitoring. The project will develop an AI tool capable of generating higher-resolution satellite imagery for integration into the monitoring platforms of the Lithuanian and Latvian paying agencies, while also creating open-access geospatial datasets and common data standards to support interoperability and future digital public services.

Target

The primary users are the National Paying Agency (Lithuania) and the Rural Support Service (Latvia), which will integrate the developed AI tools into their agricultural monitoring and control workflows. Indirect beneficiaries include farmers applying for CAP support, local authorities, researchers, and other organizations using agricultural geospatial data.

Business model

OASIS is funded under the Interreg VI-A Latvia–Lithuania Programme 2021–2027, with a total budget of €311,850, including €249,480 from the European Regional Development Fund (ERDF). As a research and innovation project, it is funded for the duration of the project (2025–2027); any long-term operational deployment will depend on adoption by the participating paying agencies.

Impact

The project aims to improve the accuracy of agricultural monitoring and subsidy administration by replacing outdated geospatial information with AI-enhanced Earth observation products, reducing penalties caused by inaccurate declarations, lowering the need for field inspections, decreasing administrative costs, and improving farmers' access to CAP support through more efficient and transparent public services.
