Strategy to improve the well-being of the regional population, raising the quality of life and education of its citizens

Description

The Cherkasy Region Development Strategy 2021–2027 envisions the development of the Cherkasky region as the centre of the Ukrainian identity and food security through the hosting of high-tech industries, innovative enterprises and modern infrastructures. The strategy is targeting different goals related to digital agriculture, as well as key policy interventions that include: 1) the establishment of digital transformation of the regional development management system, involving the automation of management processes and the digitalization of services, thereby increasing efficiency and transparency; 2) the introduction of modern standards to support community development management, including the development of general plans, the implementation of geolocation-based social networks, and the establishment of geoinformation systems to enhance spatial planning and urban cadastre management​; 3) the use of electronic tools for open government, thus promoting transparency through electronic tools such as public budgets and electronic petitions, making government activities more transparent and accessible to the public; 4) the development of the digital infrastructure, including the informatization of rural areas and tracking of municipal vehicles with a view to optimizing logistics and service delivery in the region; and finally, 5) educational and skills development through which local managers can receive training in modern communication and information technologies, project management, SCRUM and data processing, thus improving the digital literacy and management skills of local government​. The strategy is leveraging the use of digital technologies in several key sectors in support of the development of the Cherkasy region. In agriculture, it seeks to enhance cooperation and partnerships among regional businesses and the scientific community, and to support the integration of research and innovation into agricultural technologies, agricultural processing and food technologies. The strategy promotes precision farming and automation in agriculture as a means of increasing production efficiency and minimizing resource waste, while contributing to innovation in information and communication technologies (ICT) in the region. The project is further stimulating the development of training simulators that make use of virtual, augmented reality, artificial intelligence (AI) and process automation technologies, ultimately benefiting the regional economy. In addition, it promotes the use of digital tools and platforms in support of efficient regional governance, enhances connectivity through improvements to the digital infrastructure; and promotes such innovative solutions as e-government. In the education field, the strategy promotes the introduction of innovative educational technologies in primary and secondary schools, and ensures the spatial development and digital transformation of the region through the introduction of modern standards in community development management as well as electronic tools for open authority and transparency. It further promotes the establishment of research centres and technology parks, business incubators, accelerators and technology transfer initiatives.

The strategy aims to support farmers and agricultural cooperatives through the promotion of innovative agricultural technologies, value-added processing, and education and training for farmers. It also targets universities, research centres, and other educational institutions – considered key stakeholders in the innovation infrastructure – and business incubators, accelerators and innovation hubs offering support and resources to aspiring entrepreneurs, startups and companies involved in agricultural processing, food manufacturing and related industries. In more general terms, the strategy has been formulated to serve as the basis of strategic planning in the Cherkasy region, mostly for public sector and civil society organizations, supporting the development and implementation of projects and programmes that align with the goals and priorities set by the strategy with the aim of attracting the necessary financial and human resources.

Impact

The strategy aims to drive economic growth and job creation, and to improve quality of life in the Cherkasy region through initiatives promoting entrepreneurship, innovation and infrastructure development. In the long-term, the strategy will strengthen the cooperation between scientific institutions and the financial sector in support of innovation, income growth and domestic and foreign investment. Concerning agriculture, the strategy aims to support the development of new technologies and the attainment of scientific patents related to the deep processing of agricultural products, and to attract grants from businesses for research and development related to marketing strategies, technologies and tools for the promotion of agricultural products, including organic products.
