Online portal for agricultural subsidies in Serbia

Description

e-Podsticaji is a national online portal within the eAgrar system that enables farmers in Serbia to submit applications for agricultural subsidies and rural development incentives electronically. The solution provides standardized online forms and document upload for a wide range of measures, including area-based support, investments in machinery and equipment, organic plant and livestock production, milk premiums and subsidized insurance.

e-Podsticaji is a web-based portal integrated into the national eAgrar system and accessed through Serbia’s electronic identification infrastructure, including the state eID portal, ConsentID mobile application and electronic ID cards for secure login. The portal provides authenticated users with a dashboard of active public calls, online forms tailored to different subsidy schemes and guided workflows to enter farm, land, crop, livestock and investment data, upload or scan required documents and complete electronic declarations before submission. The portal routes applications into a management information system and is linked to national eGovernment services, including the e-Sanduce electronic mailbox, where farmers receive decisions and notifications on their subsidy applications.

e-Podsticaji primarily targets smallholder, medium and large farms, and agricultural enterprises in Serbia that apply for national agricultural subsidies and rural development incentives. Public sector staff, advisory, and extension services use the system to support farmers.

e-Podsticaji is provided as part of the Government of Serbia’s public digital infrastructure for agricultural support. Users do not pay fees to register, submit applications or receive decisions through the portal. Development and operation of e-Podsticaji is funded by the Ministry of Agriculture, Forestry and Water Management and the Directorate for Agrarian Payments, with complementary support from European Union pre-accession assistance and IPARD-related projects.

Impact

e-Podsticaji aims to make agricultural support more transparent and efficient by reducing paperwork and centralizing subsidy applications in a single portal. Background communications around the eAgrar rollout noted that the previous process required submitting 90 plus data points across 10 documents, with around 70% of information considered redundant. Support levels and ceilings depend on the specific call for example, some schemes set maximum annual amounts per beneficiary such as RSD 1.5 million or RSD 2.52 million.
