Description

The eGovernment Portal of the Republic of Serbia is a centralized digital platform that provides various services in health, education, family planning, and business and finance among others. While the platform offers several services, Open Balkans and Electronic People’s Initiative assist in rural development, trade, and social protection of the citizens. Open Balkans enables the activation of an identification number for the citizens of Serbia, which they can use for electronic services in North Macedonia and Albania. An active Open Balkans ID number also allows access to the labor market. Meanwhile, the Electronic People’s Initiative follows a grassroots approach wherein citizens propose the adoption, amendment, supplement, and even termination of the validity of the constitution, laws, and other regulations. The portal also allows users to register plant protection products, as well as the enlisting of distributors and importers of agricultural products.

The eGovernment Portal utilizes a web-based application to deliver the services citizens aim to access. Other services that assist citizens are document authentication, business registration and fulfilment of their obligations such as paying fees and charges. About plant protection and registration, users can apply for new entries, cancel the registration, and change data of producers, distributors, and importers. Agritourism and available jobs in the sector can also be found on the platform, where users can browse as a citizen, as a state member, and part of the economy.

Provided that the portal offers several eGovernment services, the main beneficiaries are the citizens, business owners, producers, and importers of agricultural products. According to the website, there are around 2 million eCitizen that was assisted by the platform as of October 2025. Additionally, as many as 90 percent of citizens with a user account and 93 percent of users from the business sector are satisfied with the last service they received through eGovernment.

Impact

As of October 2025, the platform reported 934 498 ConsentID applications were activated and signed documents reached 1 128 216.
