Electronic registry of farm information for statistics, administration and subsidies
Description
The “Fascicolo Aziendale”, or farm register, is a unique electronic database of farm-level data on each farm registered in Italy with a fiscal or TVA number, or that has been the recipient of EU, national or regional public subsidies or grants. The farm register is regulated by the European Union and national laws such as the national Circolare AGEA n. 67143 of 12 September 2023. The farm register contains primarily structural and infrastructural information, including 1) structural composition; 2) cultivation plans; 3) livestock composition; 4) intangible assets; 5) memberships of associations; and 6) listings on other registers and databases, including voluntary control systems supporting certification.
Technology
The web-based farm register is integrated with the wider Italian Informative Agricultural System (Sistema Informativo Agricolo Nazionale [SIAN]) www.sian.it/portale/piattaforme. The farm register data is georeferenced with GPS, and a unique code assigned to each farmer allows interoperability between the farm register, which has been set up primarily for the management of subsidies, and other European, national and regional information systems, such as those required by the National Institute for Social Security (INPS), the National Institute for Insurance against Accidents at Work (INAIL), prefectures, chambers of commerce, Cadaster, the Italian National Institute of Statistic (ISTAT) and the Farm Sustainability Data Network (FSDN).
Target
The farm register targets any farmers registered in Italy with a fiscal or TVA number, or that is receiving public payments from the European Union, or national or regional authorities. Paying Agencies and Managing Authorities at national and regional levels are among the primary users of the farm register, along with delegated farm advisors and farmers’ associations.
Business model
The farm register is co-funded by the European Union and Italian government through the national budget. Access to the SIAN portal is free of charge for farmers, farmers’ associations, delegated farm advisors, and competent authorities at regional, national and European levels, but limited to verified “qualified users”.
Impact
As of November 2024, the Italian farm register lists approximately 1.5 million farms covering around 13 million ha. of agricultural land. A digital dossier system is used to centralize essential information on each farm, such as ownership, land use, crop types and compliance with agricultural policies, and these records allow Italian and EU authorities to manage agricultural subsidies, conduct inspections and monitor environmental impacts. The farm registry data is regularly updated by farmers in collaboration with farmers’ associations (CAA), and is critical for Italy's compliance with the Common Agricultural Policy (CAP) of the European Union and related administrative controls.
