Electronic platform for managing agricultural grants in Kosovo
Description
The Grants Register is an electronic Grants Management Information System developed and used by the Development Agency to handle rural development grants under Instrument for Pre-Accession Assistance for Rural Development (IPARD)-like programs. The system allows farmers to apply for agricultural grants online and enables the Agricultural Development Agency (ADA) to oversee the full grant process – from application intake and approvals to payment disbursement and field inspections.
Technology
The Grants Register is a web-based management information system backed by a central database. Farmers access the system through an online portal to submit grant applications and upload required documents electronically. Government staff at ADA use a secure web interface to review applications, record approvals, and manage payment authorizations. The system currently sends out SMS notifications to inform applicants of decisions or status updates. While much of the administrative control and data processing is handled digitally on this platform, some aspects such as on-site inspection reports and final payment claims still involve offline paperwork that is later entered or cross-referenced. Currently it links to the national Farmers Register (eFR) for farmer IDs and is planned to interoperate with the Integrated Administration and Control System (IACS) and the e-Kosova portal for future enhancements.
Target
The primary users of this system are Kosovo’s farmers and agri-business owners who seek rural development grants, as well as the public sector administrators such as the ADA officers and inspectors who manage the grant programs. The platform was designed to serve all eligible farmers – including smallholder farmers – by simplifying the application procedure and making it accessible online. As of now, the Grants Register has handled a limited number of grant applications each year and focused on larger investment projects with relatively high grant amounts per beneficiary. The initiative served hundreds of farmers across Kosovo annually – with an intention of increasing participation of smallholders – and it supports government officials in handling these cases more efficiently and transparently.
Business model
The Grants Register operates on a public service model. There are no user fees for farmers or businesses to use the system – applying for grants via the online portal is completely free of charge. The development and maintenance of the platform have been funded by government allocations and international donor support. The system is sustained through public sector budgets for ongoing operations and periodic donor-funded projects for upgrades or expansions. The value proposition of the initiative lies in delivering faster processing of grants and greater transparency at no cost to the end-users.
Impact
The introduction of the Grants Management Information System aims at improving transparency and accountability in the grant disbursement process – all applications and decisions are recorded in the system, making it easier to audit and reducing opportunities for corruption or favoritism. Since its inception, the Grants Register aimed at helping to standardize grant management procedures and reduce opportunities for misuse of funds. The platform features modules for farmers to upload application documents via a web portal, for officials to process payments and authorizations, and for tracking on-farm inspections. This digital solution was introduced to improve transparency and efficiency in disbursing farm grants, replacing some of the paper-based workflows with a more traceable and streamlined online process.
