Analysis of the country’s digital development status
Description
The "Digital Development Country Profile - Montenegro" is part of the ITU Office for Europe’s regional effort to carry out a comparative analysis of the digital transformation of its priority countries in the European region, namely Albania, Bosnia and Herzegovina, Georgia, Moldova, North Macedonia, Serbia, and Ukraine. The report analyses the nation’s digital transformation based on various experiences of ITU, the UN specialized agency for ICTs and other UN organizations, offering a broad overview of the activities and projects being implemented at a national level and in the wider region. The report describes the status of digital development of Montenegro related to 3 building blocks: 1) access 2) adoption and 3) value creation. The Access block includes a description of the current status of the nation’s digital infrastructure, connectivity level and telecommunications; the Adoption block concerns digital inclusion aspects; and the Value creation block describes the management and administration of digital services, including the status of digital agriculture, focusing primarily on digital services for the collection and management of farm data, farm productivity, land management, food safety, food authenticity and risk assessment systems. The report also mentions digitization services related to education, health and e-waste management.
Technology
The framework assessment describes technological solutions in relation to the three building blocks: Accessment, Adoption and Value creation. Block 3 contains a specific section on Digital Agriculture that highlights some of the available technologies and initiatives, such as Montenegro Institutional Development and Agriculture Strengthening (MIDAS 2), targeting improved productivity, the Farm Accountancy Data Network (FADN) and the Digitization of Municipal Land Management Project, supported by a digital software solution (AgroLIFE). Further technologies are mentioned related to e-health and electronic medical records.

The main target users of the ITU Digital Development Country Profile reports are the ITU priority countries, and public and private stakeholders and decision-makers at a national level, as well as international stakeholders working on digital development. Civil society organizations, academia, startups, on the other hand, can benefit from the provided information in support of the development and implementation of digitalization initiatives.
Impact
The ITU Digital Development Country Profile can serve as a reference source for discussions of digital development at a country level, and as a data source in support of activities, initiatives, projects developed by UN agencies involved in digital transformation works in Montenegro. It aims to serve as a baseline study in support of strategic decisions related to initiatives undertaken within the UN Sustainable Development Cooperation Framework (UNSDCF) in relation to digital and ICT development matters.
