Description
National Farmer and Payment System (SPFN) is a web-based application designed to register farmers in Kosovo and manage grant and subsidy payments. SPFN provides a unified electronic farmer register that supports data collection about farmers and their farms, enabling transparent distribution of agricultural subsidies and better governance of agricultural support programs. The system supports rural development by facilitating state support to smallholder and medium-size farms, improving equity and access to public agricultural aid.
Technology
The registry is built as a responsive web-based application using HTML5, JQuery, JQuery UI and jqGrid, relying on AJAX for dynamic user interaction. SPFN includes modular components such as Grant Management, Application Management, Administration, Document Management, Statistics, Auditing, Archive and Direct Payment modules. The architecture supports user roles and permission levels, enabling secure data management and administrative workflows.
Target
The solution . SPFN also serves smallholder and medium-size farmers by registering their holdings and enabling access to subsidies and direct payments. Through the public register, SPFN targets both farm-level stakeholders and government officials managing agricultural support.
Business model
SPFN is implemented by the Kosovo government with technical services provided by Geo&Land. The system is offered to public institutions and eligible farmers without direct user fees. Implementation and maintenance are funded through public-sector and grant resources.
Impact
SPFN aims to enhance subsidy administration in Kosovo by creating a centralized, digital farmer registry that improves transparency, equity, and traceability of grant distribution. SPFN intends to reduce the administrative burden for both farmers and government by streamlining application, approval, payment and auditing processes.
