The “Smart Villages in Finland: ideas for designing support in the future CAP Strategic Plans” resource introduces the main ideas presented at the 9th meeting of the Thematic Group (TG) on Smart Villages, held in Finland on 20–21 November 2019. The document highlights the steps needed to support Smart Villages in the future Strategic Plan (SP) under the Common Agricultural Policy (CAP), including: 1) Identifying the needs of rural communities, 2) Mapping the existing policy support framework, and 3) Designing a targeted package of interventions.

Target
The primary beneficiary is the public sector, who are supported by national and regional policy-makers and implementers in the development of rural and regional policies; rural communities in Finland can benefit from the strategic plan through interventions that promote the local economy and society; and finally, the private sector, particularly Small and Medium Enterprises (SMEs) can benefit from the promotion of connectivity (broadband) and different business models (i.e. social entrepreneurship).
Impact
Interventions designed to support Smart Villages target the development of broadband infrastructures in rural areas, the enhancement of the quality and reliability of services, and efforts to improve the dissemination of knowledge, thus boosting digital literacy and changing attitudes towards technology. Such interventions also aim to encourage stronger cooperation, communication and interaction among stakeholders, both within and between regions, as well as the integration of new arrivals (immigrants) and young people. There is also a stated aim to create a team of Smart Village Innovation Brokers who can improve the access of rural communities to specialized knowledge in areas such as digital technologies, energy, mobility, service innovations, etc.
